How does transform work in photoshop?

I have a picture of a shirt, and I want to enlarge it.



I selected the shirt and clicked on transform. I changed the size and pressed enter.



However, only the dotted lines outlining the shirt got enlarged. The picture of the shirt didn't change at all. What did I do wrong?

How does transform work in photoshop?
Use Image %26gt;%26gt; ImageSize. Set the size of the whole image then select and crop out the shirt.
